SSP-Bench reveals systematic failures of static evaluation, including near-zero correlation in safety rankings due to construct mixing, strong safety--over-refusal coupling, and hidden within-family regressions, and shows that static benchmarks can misrepresent model behavior, motivating dynamic, deployment-relevant evaluation.
